The U.S. General Services Administration on last week began the process of transferring its ownership of the sprawling Bannister Federal Complex in south Kansas City to the National Nuclear Security Administration. Officials with the two federal agencies, which currently share ownership of the 310-acre complex, signed a memorandum of agreement on the consolidation during a ceremony at the facility. The GSA’s portion of the complex comprises about 2 million square feet, or about half the total square footage.

This “marks the giant step toward the transfer and redevelopment of the Bannister Federal Complex,” Jason Klumb, the GSA’s regional administrator, said in a statement.

The Bannister complex, once home to a plant that produced non-nuclear parts for nuclear weapons, opened in 1942 to build aircraft engines for World War II.

The GSA and the NNSA have been working for more than three years on preparing the complex for eventual redevelopment. In 2012, the nuclear security administration named CenterPoint Properties as its preferred planning partner for the project.

The Chicago-area company recently began an environmental and engineering evaluation of the property, a project that could take up to 18 months.

Honeywell operated the non-nuclear parts plant for many years for the Department of Energy. Last year, the company finished moving its 2,600 employees about 8 miles south into a new $687 million National Security Campus at Missouri 150 and Botts Road.

The GSA has begun moving its approximately 1,000 employees to Two Pershing Square, an office building at 2300 Main St. near Union Station. It said the move will be completed by April.

Another Bannister tenant, the National Oceanic and Atmospheric Administration, will move late this year to an office park near Botts Road and Missouri 150. The organization will be the last to leave the Bannister complex.
