The U.S. Department of Energy (DOE) Environmental Management Consolidated Business Center (EMCBC) today issued a Final Request for Proposals (RFP) for EM Consolidated Technical Support Services for the continuation of a wide range of technical services currently being performed on task orders that were issued under IDIQ contracts. An Indefinite-Delivery Indefinite-Quantity (IDIQ) contract, utilizing Firm-Fixed-Price and Time-and-Material task orders, is anticipated. The Final RFP is established as a competitive U.S. Small Business Administration’s 8(a) Business Development Program 100 percent set-aside with a five-year ordering period.
The EM Consolidated Technical Support Services scope includes technical services to the EM Headquarters (HQ) Offices in the Washington D.C. Area and other EM sites as appropriate, to support the safe cleanup of the environmental legacy resulting from five decades of nuclear weapons development and government-sponsored nuclear energy research. This includes, but is not limited to, Safety, Security, Emergency Preparedness, and Quality Assurance; Environmental, Health, Safety and Quality; Security; Technology Development; Major Constructions, Decommissioning or Demolition, and modifications; Infrastructure Management and Disposition; Waste and Materials Management; Regulatory, Intergovernmental, and Stakeholder Engagement; Resources Management; Acquisition and Contract Management including but not limited to Estimating and Technical Writing; Financial Analysis; Earned Value Management, Project and Program Management; and Communications.
