The U.S. Department of Energy (DOE) today issued a Request for Information (RFI)/Sources Sought for its Carlsbad Field Office (CBFO) Transportation Tracking and Communication (TRANSCOM) Follow-On Service Contract.

The Office of Environmental Management (EM) is currently planning for an upcoming procurement to perform operational, administrative, monitoring and technical support services for the DOE CBFO TRANSCOM program. Additional services include aspects of tracking and communications operations for shipments of high-interest. The TRANSCOM Communication Center is at the Carlsbad Field Office located in Carlsbad, New Mexico.

This RFI/Sought Sources is being issued to solicit input via capability statements from interested Small Business Administration (SBA) 8(a) small business concerns, with the specialized capabilities necessary to meet all or part of the major elements of scope. DOE is seeking feedback from contractors and other interested parties regarding options for innovative approaches for the performance of the major elements of scope as well as insight into potential contracting alternatives. This market research will assist DOE with identifying interested and SBA 8(a) capable sources and developing its acquisition strategy. Key market research goals include evaluating SBA 8(a) small business capabilities, identifying risks, estimating price, evaluating specific methods for performance, and identifying appropriate RFP/contract terms and conditions.

This RFI/Sources Sought is for market research purposes only and no proposals are being sought. The announcement is posted on the Federal Business Opportunities website at: https://www.FBO.gov/ and on FedConnect at https://www.fedconnect.net.

Additional information will be released as the acquisition planning process continues.
