Bill Tindal serves as the site manager at Y-12 National Security Complex in Oak Ridge, Tennessee, and has worked at Y-12 since 1996. He oversees daily operations at the plant to sustain a safe, secure and effective nuclear deterrent. Y-12 supports the nuclear enterprise through the evaluation and refurbishment of stockpile components, fabrication of uranium and lithium components, and supply of enriched uranium for research reactors and the Naval Nuclear Propulsion Program. Consolidated Nuclear Security, LLC, is the management and operating contractor for Y-12 and the Pantex Plant in Amarillo, Texas.

Previously, Tindal served as senior production manager, with 24 years of experience in highly hazardous nuclear facility operations. He had an essential role in the startup of the $549 million Highly Enriched Uranium Materials Facility (HEUMF) and led development of the facility operations plans and consolidated project list, a National Nuclear Security Administration–designated benchmark for risk-based infrastructure prioritization.

As vice president of production since 2013, Tindal managed the integration of more than 1,000 employees across production departments, engineering, maintenance and programs to ensure that production deliverables met requirements for safety, security, quality, schedule and cost (with an annual budget for production activities of more than $120 million). He also led implementation of productivity improvement projects to optimize the use of personnel and facilitate production.

As the production facilities department manager, Tindal performed a major role in the startup of HEUMF. He led implementation of a newly created safety basis, established an effective organization structure and demonstrated the readiness of HEUMF to operate safely and securely. As manager of enriched uranium production at Y-12, Tindal was responsible for maintaining enriched uranium production capability. He managed the successful transition of enriched uranium recycling and metal production activities and transformed a newly restarted collection of struggling processes to a fully integrated and capable production cycle. Tindal holds a B.S. in nuclear engineering from The Pennsylvania State University and an M.S. in engineering management from the University of Tennessee.
